- The situation in Ukraine’s energy system remains challenging. Ongoing Russian attacks on energy facilities and severe weather conditions have necessitated the application of restrictions across the entire country.

- Last night, the enemy attacked energy infrastructure in several regions. As a result, power outages affected consumers in Zaporizhzhia and Kharkiv regions as of this morning. Emergency restoration works are ongoing wherever security conditions allow.

The second meeting of the Headquarters for the Elimination of the Consequences of the Emergency in the Energy Systems of Kyiv and the Kyiv Region took place, co-chaired by First Deputy Prime Minister and Minister of Energy Denys Shmyhal and Deputy Prime Minister and Minister of Community and Territorial Development Oleksiy Kuleba.

Due to massive attacks by the Russian Federation on Ukraine’s energy infrastructure, a state of emergency is currently in effect in the energy sector. By a decision of the Government, First Deputy Prime Minister and Minister of Energy Denys Shmyhal has been appointed to lead efforts to eliminate the consequences of the emergency.

According to Denys Shmyhal, this step is primarily aimed at ensuring maximum coordination of actions among all services at the national, regional, and community levels.

First Deputy Prime Minister and Minister of Energy of Ukraine, Denys Shmyhal, together with Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territorial Development of Ukraine, Oleksiy Kuleba, chaired the inaugural meeting of the Headquarters for the Elimination of the Consequences of Shelling of Energy Facilities in Kyiv. The Headquarters was established on the instruction of the President of Ukraine, Volodymyr Zelensky.

According to Denys Shmyhal, the Headquarters will operate on a 24/7 basis and hold regular meetings.

Overnight, the enemy once again carried out strikes on the country’s energy infrastructure, resulting in power outages for consumers in Zhytomyr and Kharkiv regions. Emergency restoration works are ongoing wherever the security situation allows.

The primary task of the Ministry of Energy is to restore power generation, substations, and distribution networks, as well as to build reserves of capacity and equipment. This was emphasized by Denys Shmyhal, the newly appointed head of the Ministry of Energy.

On 14 January, the Verkhovna Rada of Ukraine approved the appointment of Denys Shmyhal as First Deputy Prime Minister – Minister of Energy of Ukraine.

Deputy Minister of Energy of Ukraine Roman Andarak participated in an online high-level dialogue organized by the European Parliament entitled “Taming the Russian military machine: how to stop the European Union from purchasing Russian energy and protect supplies to Member States.”

Roman Andarak emphasized that since the beginning of Russia’s full-scale invasion of Ukraine, energy infrastructure has been a systematic target of the aggressor.

- Overnight, Russia carried out another massive missile and drone attack on the energy infrastructure across several regions of Ukraine. As a result, by morning, electricity was out for consumers in Kyiv city, Kyiv, Odesa, Kharkiv, Dnipropetrovsk, Donetsk, Chernihiv, and Zaporizhzhia regions. Emergency restoration works are ongoing wherever the security situation allows. Restoring electricity takes time.

- Due to adverse weather conditions, 17 settlements in Chernihiv and Zakarpattia regions remain without power. Repair crews are working to restore damaged networks.

In Ukraine, the second stage of the Create Ukraine program has launched at the initiative of the governments of Lithuania and Ukraine. The program supports Ukrainians with international experience returning to work in the public sector and contributing to the implementation of key reforms.

Program participants work directly within teams of central executive authorities and take part in developing solutions in priority areas for the state.
