Hanna Lihun
Deputy Minister of Energy of Ukraine (appointed in accordance with Resolution of the Cabinet of Ministers of Ukraine dated 25 February 2026 No. 174-r).
Born on 14 May 1980 in the city of Kovel, Volyn Oblast.
She holds higher education in the field of management. She graduated from Lutsk Commercial College with a degree in Commercial Activity. In 2011, she obtained a Bachelor’s degree in Management from the Volyn Institute of Economics and Management. In 2013, she graduated from the Volyn Institute of Economics and Management with a Master’s degree in Management of Foreign Economic Activity.
She has extensive professional experience in the oil and gas sector, financial analysis, and the functioning of natural gas and petroleum products markets.
She began her professional career in 2000. She held positions in accounting, financial analysis, and enterprise management.
From 2016 to 2019, she served as Head of Department at Kyivgaz.
In 2020, she worked as an adviser to the Minister of Energy and Environmental Protection of Ukraine.
Since November 2020, she has been working at the Ministry of Energy of Ukraine. She served as Deputy Director General of the Directorate for the Oil and Gas Complex and Development of Oil, Natural Gas and Petroleum Products Markets — Head of the Expert Group on Hydrocarbon Production and Analytics of Oil and Gas Market Functioning.
In 2024–2026, she served as Deputy Director General — Head of the Expert Group on Hydrocarbon Production and Analytics of Oil and Gas Market Functioning.
From January to February 2026, she held the position of Director General of the Directorate for the Oil and Gas Complex and Development of Oil, Natural Gas and Petroleum Products Markets of the Ministry of Energy of Ukraine.
