Appointed Deputy Minister of Energy of Ukraine by Resolution of the Cabinet of Ministers of Ukraine No. 513-r dated May 30, 2025.

Born in 1977 in the city of Lviv. Being a professional lawer, he graduated from Yaroslav Mudryi National Law Academy of Ukraine, specializing in Law.

He has significant experience in the field of critical infrastructure security. For many years, he served in operational and managerial positions within the Security Service of Ukraine.

Serbia Allocates EUR 2 Million, with United Nations Development Programme Support, to Strengthen Ukraine’s Energy Resilience

The Government of the Republic of Serbia, in partnership with the United Nations Development Programme, has signed a EUR 2 million agreement to support the resilience of Ukraine’s energy sector. The funding will be used to procure and deliver high-voltage transformers under the Framework Programme for Cooperation between Ukraine and the United Nations in the field of sustainable development.

Ukraine strengthens the security of natural gas supply in line with European standards

The Government has approved a draft law amending the Law “On the Natural Gas Market,” aimed at implementing the provisions of EU Regulation No. 2017/1938 concerning measures to safeguard the security of gas supply. The document was developed by the Ministry of Energy in fulfillment of Ukraine’s European integration commitments, the National Energy and Climate Plan until 2030, and the Ukraine Facility Plan.

Government Improves Mechanism for Determining Market Value of Minimum Oil and Petroleum Product Stocks

At the proposal of the Ministry of Energy of Ukraine, the Government has refined the methodology for calculating minimum fuel stock levels, specifically regarding the mechanism for determining market prices for oil and petroleum products.

The relevant amendments were introduced to the Cabinet of Ministers’ resolution on the functioning of the system of minimum stocks of oil and petroleum products in Ukraine.

Operational Situation in Ukraine’s Power System as of the Morning of 2 April

- As a result of hostilities and shelling of energy infrastructure facilities, a number of consumers in the Donetsk, Odesa, Poltava, Zaporizhzhia, Sumy, Cherkasy, Kharkiv, and Chernivtsi regions remain temporarily without electricity supply.

- Power engineers are operating in an enhanced mode to restore electricity supply to all consumers as quickly as possible. Restoration works are ongoing around the clock.

Government Allocates UAH 281.3 Million in State Assistance to Emergency Repair Workers

The Cabinet of Ministers of Ukraine has approved the allocation of UAH 281.3 million from the state budget reserve fund to provide state assistance to workers involved in emergency repair and restoration operations following the massive missile attacks by the Russian Federation in February 2026. Ukraine and Bulgaria to Develop the Vertical Gas Corridor to Strengthen Regional Energy Security

Ukraine and the Republic of Bulgaria have agreed to develop the Vertical Gas Corridor, which will significantly expand natural gas transmission capacities and enhance energy security in the South-Eastern European region. The agreement was reached by President of Ukraine Volodymyr Zelenskyy and Prime Minister of Bulgaria Andrey Gyurov.

First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine Denys Shmyhal, during a meeting of the Foreign Affairs Council of the EU Member States, outlined the key priorities for the recovery and medium-term development of Ukraine’s energy sector.

He emphasized that Ukraine’s strategic objective for the coming decade is to restore generation capacity to pre-war levels (55 GW) and to strengthen the country’s role in ensuring Europe’s energy security.
