Main Provisions
According to part one of Article 1 of the Law of Ukraine "On Access to Public Information," public information is information that is recorded and documented by any means and on any media, which has been obtained or created in the process of exercising powers by authorities in accordance with current legislation, or which is possessed by authorities or other holders of public information as defined by this Law.
In implementation of the Law of Ukraine "On Access to Public Information" and the Presidential Decree No. 547 dated May 5, 2011 "On Ensuring Access to Public Information by Executive Authorities," the Cabinet of Ministers of Ukraine adopted Resolution No. 583 dated May 25, 2011 "On Implementation of the Law of Ukraine 'On Access to Public Information'," which approved the approximate form of an information request and the approximate procedure for drafting and submitting information requests.
Procedure for Preparing and Submitting Information Requests in Oral, Written or Other Forms (by mail, fax, telephone, email)
An information request can be submitted by individuals, legal entities, and civic associations without legal status either orally or in writing during a personal reception or by sending it via mail, email, fax, or telephone.
The information request may be submitted in any form.
The information request must contain:
- The full name (or name) of the requester, postal address or email address, and contact number (if available);
- A general description of the information or the type, name, details, or content of the document requested (if known to the requester);
- Signature and date (if the request is submitted in writing).
For written requests, the requester may use the form provided by the Department for Citizens’ Appeals and Access to Public Information or the form available on the website of the Ministry of Energy and Coal Industry of Ukraine.
Requests may be submitted via the Document Management and Control Department of the Ministry of Energy of Ukraine ([email protected]).
If for valid reasons (disability, limited physical capabilities, etc.) a person is unable to submit a written information request, an employee of the Department for Citizens’ Appeals and Access to Public Information may draft the request indicating their full name, contact telephone number and provide a copy to the person who submitted it.
1. Information requests can be submitted:

2. Requests can also be submitted directly to the Department for Citizens’ Appeals and Access to Public Information at the Ministry’s Public Reception Office (01601, Kyiv, 4 B. Khmelnytskoho St.), except on weekends and holidays.
3. The request must specify the preferred method of receiving the information.
4. Responses to requests are provided within five working days from the date of receipt in the manner chosen by the requester.
5. If the request concerns information necessary to protect life or freedom of a person, information about the state of the environment, quality of food products and consumer goods, accidents, disasters, hazardous natural phenomena, and other emergencies that have occurred or may occur and threaten public safety, the response must be provided within 48 hours from receipt of the request.
6. If the request involves a large volume of information or requires searching through a significant amount of data, the response time may be extended up to 20 working days with justification for the extension. The requester must be notified in writing about the extension no later than five working days from receipt of the request.
7. Information requested is provided free of charge.
8. If the requested information consists of documents exceeding 10 pages, the requester will be notified within five working days from receipt of the request about the actual costs related to copying or printing and instructions on reimbursement. The information will be provided within three working days after payment confirmation.
Requests may be refused in the following cases:
1) The information holder does not possess and is not obligated to possess the requested information according to their competence established by law;
2) The requested information belongs to the category of restricted access information;
3) The requester has not paid the actual costs related to copying or printing the documents as stated in note 9;
4) The request does not meet the requirements for proper preparation and submission stipulated by part five of Article 19 of the Law of Ukraine "On Access to Public Information," namely the absence of:
- Full name (or name) of the requester, postal address or email address, and contact number (if available);
- General description or type, name, details, or content of the requested document (if known);
- Signature and date (if submitted in writing).
