Chotchykov Andriy
Since 3 April 2026 – Deputy Minister of Energy of Ukraine (Cabinet of Ministers of Ukraine Order No. 301-r, dated 3 April 2026).
Born on 2 November 1981 in Horlivka, Donetsk region.
He holds two higher education degrees. In 2003, he graduated from Donetsk National Technical University with a degree in Transport Organization and Management, earning the qualification of Transport Technology Engineer. In 2014, he graduated from the Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine with a degree in Law, obtaining the qualification of Lawyer.
He has extensive experience in the field of security and critical infrastructure protection.
From 2004 to 2012, he served in operational positions within the Security Service of Ukraine.
From 2012 to 2016, he held operational and managerial positions in the State Fiscal Service of Ukraine.
From 2016 to 2022, he continued to serve in operational and managerial positions in the Security Service of Ukraine.
In 2022–2023, he served as Director of the Critical Infrastructure Protection Department of the State Special Communications Administration.
In 2024–2025, he served in operational and managerial positions in the Security Service of Ukraine.
From September 2025 until his appointment to the Ministry of Energy of Ukraine, he was Head of the Critical Infrastructure Protection Department at JSC Ukrainian Railways.
He has been awarded the Order of Bohdan Khmelnytsky, III class (2024), as well as departmental honors.
