Advisory Body to the Headquarters for the Elimination of Consequences of the State-Level Emergency in Power Systems on the Issues of Recovery and Development of the Energy Sector
The Advisory Body to the Headquarters for the Elimination of Consequences of the State-Level Emergency in Power Systems on the Issues of Recovery and Development of the Energy Sector was established by Order of the Minister of Energy of Ukraine, the Head of Emergency Response Operations, dated 23 August 2024, No. 19.

The Advisory Body was established with the aim of:
- providing scientific, methodological, and technical recommendations upon request of business entities implementing distributed generation projects;
- supporting the implementation of the Action Plan for the preparation of housing and utility infrastructure and the fuel and energy complex of Ukraine for the 2024/25 autumn-winter period and its passage, approved by Resolution of the Cabinet of Ministers of Ukraine dated 9 July 2024, No. 642-р;
- facilitating the implementation of the Strategy for the Development of Distributed Generation until 2035, endorsed by Resolution of the Cabinet of Ministers of Ukraine dated 18 July 2024, No. 713-р, and the Operational Action Plan for the Implementation of the Strategy in 2024–2026, approved by the same Resolution;
- addressing other scientific and technical challenges related to the recovery and development of Ukraine’s energy sector.


The key areas of activity of the Advisory Body include:
- facilitating the coordination of actions by central and local executive authorities, local self-government bodies, enterprises, institutions, and organizations regardless of ownership form, in the recovery of damaged generation facilities, construction and commissioning of new distributed generation, provision of backup power supply for critical infrastructure facilities, modernization of network infrastructure including enhancement of monitoring, metering, automation, and control of distribution network operations, and deployment of microgrid and smart grid technologies;
- preparing proposals to support the formation and implementation of state policy in the fuel and energy complex through the creation of distributed generation systems and addressing the shortage of generation capacity in the United Energy System (UES) of Ukraine;
- improving the efficiency of activities and supporting central and local executive authorities, local self-government bodies, enterprises, institutions, and organizations regardless of ownership in the construction and/or siting of distributed generation facilities and their connection to distribution system operators, gas distribution, and heating networks;
- facilitating communication with international and foreign institutions and organizations implementing international technical assistance projects (programmes) regarding financing for distributed generation and network infrastructure development projects, preparation of project documentation, etc.;
drafting proposals to improve the regulatory framework for the creation of distributed generation systems and for solving the issue of insufficient generation capacity in the UES of Ukraine;
- monitoring the implementation by business entities, which have received or intend to receive financial and/or technical assistance (including supply of key equipment), of distributed generation projects at their respective locations.

The work of the Advisory Body is supported by experts from the Rapid Response Unit, established on the basis of the Office for Recovery and Reform Support of the Ministry of Energy of Ukraine, with the assistance of the Ukraine Reforms Architecture (URA) Fund, financed by the EBRD, as well as by experts from the Emergency Energy Crisis Technical Headquarters, established by UNDP.
