A protected electricity consumer is a consumer to whom a special regime of electricity disconnection and/or limitation is applied in order to prevent the occurrence of a technogenic emergency.
To obtain the status of a protected consumer, the applicant must submit the original versions of the following documents to the Interdepartmental Commission on Granting Protected Consumer Status:
* A formal request letter (including information on potential technogenic/environmental risks and a list of power receivers posing those risks);
* A safe power disconnection program;
* Power supply schemes for the power receivers in accordance with the project documentation for separate power lines of those receivers whose disconnection requires the implementation of the safe disconnection program — this scheme must be approved by the State Energy Supervision Authority (State Energy Supervision Inspectorate);
* An act of compliance issued by State Energy Supervision Inspectorate confirming the conformity of the power supply scheme for the relevant power receivers with the safe disconnection program;
* A signed electricity supply contract with an electricity supplier;
* A cost calculation for electricity and distribution/transmission services, agreed upon with the electricity supplier, in accordance with the planned schedule for limiting/interruption of power supply;
* Certificates from the electricity supplier and the distribution system operator or transmission system operator confirming the absence of debt from the applicant (or the status of debt restructuring schedules);
* A contract with a bank for issuing an irrevocable bank guarantee to ensure fulfillment of financial obligations.
The Interdepartmental Commission must review the application and issue a conclusion on the advisability of granting protected status within 30 calendar days from the date of receiving the complete set of documents.
Each year, the Interdepartmental Commission prepares and submits to the Cabinet of Ministers proposals regarding the list of protected consumers for the following calendar year.
The list of protected consumers is approved by the Government, published on the official website of the Ministry of Energy, and communicated to electricity suppliers, distribution system operators, and transmission system operators, who in turn must publish the relevant lists of protected consumers connected to their systems on their official websites.
The Ministry of Energy is responsible for the organizational and informational support of the Interdepartmental Commission.
