Office for Recovery and Reform Support of the Ministry of Energy of Ukraine

The Office for Recovery and Reform Support of the Ministry of Energy of Ukraine is a permanent advisory body under the Ministry of Energy, established to provide expert support to the Ministry in the development and implementation of reforms in Ukraine's energy sector.

Key areas of focus of the Office include:
  - energy transition;
  - nuclear safety;
  - energy market reform;
  - sustainable recovery of the energy sector and investment support;
  - corporate governance;
  - public administration reform.

The Office’s team supports and facilitates the work of the Ministry in achieving the following goals:
  - Achieving climate neutrality in Ukraine’s energy sector in line with the EU’s 2050 targets;
  - Strengthening Ukraine’s nuclear safety through the implementation of European norms and standards;
  - Ensuring the efficient operation of electricity and natural gas markets integrated with the EU;
  - Effective, results-oriented, and transparent implementation of sustainable recovery projects and attraction of investments into Ukraine’s energy system;
  - Alignment of corporate governance in state-owned enterprises of the energy sector with OECD corporate governance principles and EU legislation;
  - Building institutional capacity to manage state-owned shares in energy enterprises;
  - Improving strategies for capacity building, public administration, and communications.

The Office commenced operations in autumn 2021.
Currently, the Office is headed by Svitlana Andrushchenko, PhD in Political Science, Associate Professor, and lecturer at the Department of International Relations and Foreign Policy of the Institute of International Relations at Taras Shevchenko National University of Kyiv. She also leads the Master's Program “Environment and Energy Security in International Relations.”

Her areas of professional interest include geopolitical issues, contemporary aspects of international and regional security, energy policy in international relations, and the role of environmental factors in global affairs. She is the author of more than 70 academic publications.

Dr. Andrushchenko has professional experience working with the Ministry of Environmental Protection and Natural Resources of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Delegation of the European Union to Ukraine, the Centre for Defence Strategies, DiXi Group, and the Committee on Foreign Affairs of the Verkhovna Rada of Ukraine.

"Ukraine Recovery and Reform Architecture" (URA) is a comprehensive technical assistance program initiated by the European Bank for Reconstruction and Development (EBRD) in partnership with the European Union to support key recovery and reform processes in Ukraine. The program is funded by the Ukraine Stabilization and Sustainable Growth Multi-Donor Account, administered by the EBRD.

Contributors to the fund include Austria, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States, and the European Union — the largest donor.
