Valentyna Moskalenko
Since 19 January 2026 – Deputy Minister of Energy of Ukraine (order of the Cabinet of Ministers of Ukraine No. 35-r of 19 January 2026).
Born in 1986 in Simferopol, Autonomous Republic of Crimea.
Holds higher education in the fields of economics and public administration. Graduated from Kyiv National Economic University named after Vadym Hetman, where she obtained a Master’s degree in Enterprise Economics, as well as from the National Academy for Public Administration under the President of Ukraine, where she obtained a Master’s degree in Public Administration.
Holds a PhD in Economics, specializing in Economics and Management of the National Economy. Fluent in Ukrainian and English.
She began her public service career in 2009 at the Ministry of Economic Development and Trade of the Autonomous Republic of Crimea.
In 2014–2018, she worked at the Department of Economic Development and Trade of the Lviv Regional State Administration.
In 2018–2020, she held the position of Head of the Expert Group of the Directorate for Regional Policy at the Ministry of Regional Development, Construction, Housing and Utilities of Ukraine.
In 2020, she was appointed Deputy Minister of Regional Development, Construction, Housing and Utilities of Ukraine.
In 2020–2025, she served as Advisor to the Prime Minister of Ukraine on regional development, coal regions transformation, and implementation of infrastructure and construction projects.
In 2021–2025, she headed the expert team on just transition of coal regions within the GIZ “Power4JustTransition” project.
