Roman Andarak serves as the Deputy Minister for Digital Development, Digital Transformation and Digitalization (Resolution of the Cabinet of Ministers of Ukraine dated May 21, 2024 No. 450-r) since May 21, 2024
Roman Andarak is a lawyer, diplomat, specialist in the field of implementation of European legislation.
In 2002, he graduated from Kharkiv National University of Law of Yaroslav the Wise, faculty of training lawyers for the Ministry of Foreign Affairs of Ukraine.
He worked in the Ministry of Foreign Affairs of Ukraine, starting his career with consular issues related to assistance to Ukrainian citizens abroad.
During his work at the Ministry of Foreign Affairs, he went from Attache of the Department of Consular Services to acting Representative of Ukraine to the European Union.
He was in charge of the issues of simplifying the issuance of visas and visa-free travel of citizens, readmission, the law of international treaties, trade, economic and sectoral cooperation with the European Union, including the issue of the cancellation of roaming fees in the EU, the recognition of digital certificates of vaccination against COVID in the European Union, the extension of the internal market regime in the telecommunications sector to Ukraine (the so-called "digital visa-free"), the conclusion of an agreement on the Common Aviation Space, among others.
Mr. Andarak performed as the National Coordinator of the Framework Cooperation Program between the EU and the Council of Europe.
He took part in trilateral gas negotiations in the Ukraine-EU-russia format, as well as in the trials of the International Court of Justice of the United Nations on violations by the russian federation of the International Convention on Combating the Financing of Terrorism and the International Convention on the Elimination of All Forms of Racial Discrimination.
From 2022 until his appointment as Deputy Minister of Energy of Ukraine, he worked in the Ministry of Energy as the Director General of the Directorate of Strategic Planning and European Integration.
Roman Andarak has 27 years of work experience, including 22 years in the civil service.
