The First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal held a meeting with G7 and EU ambassadors to discuss Ukraine’s energy recovery and preparation for the upcoming autumn-winter period.

Denys Shmyhal briefed the diplomats on the challenging energy situation caused by ongoing Russian attacks, highlighting key priorities: restoring generation, substations, and networks, as well as forming reserves of equipment and capacities. He emphasized the current need for large generators and transformers.

As part of the Emergency Recovery Program funded by the Japan International Cooperation Agency (JICA), Ukraine received 13 generators for the capital’s communal enterprise Kyivteploenergo. A total of 137 generators were purchased under this phase of the program, with deliveries ongoing to other regions of Ukraine.

Additional energy assistance from the Lithuanian Government was announced in January during a phone call between Minister of Energy of Lithuania Žygimantas Vaičiūnas and First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal.

22 generators, totaling 13 MW, were delivered to Kyiv hospitals and heat/water supply facilities. This is part of assistance provided by the Lithuanian Ministry of Defense, facilitated by the Embassy of Ukraine in Lithuania. The remaining 26 generators from Ministry of Energy hubs were distributed to the facilities in greatest need.

Ukraine has received its first 2026 shipment of liquefied natural gas (LNG) from the United States, totaling nearly 100 million cubic meters. This was made possible, in particular, thanks to the cooperation between Naftogaz of Ukraine and the Polish company ORLEN.

The received LNG is enough to cover approximately one month of winter consumption for around 700,000 households. Additional gas volumes are especially important given the increased load on the energy system during cold weather and ongoing Russian attacks on energy infrastructure.

First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal met with the German Ambassador to Ukraine, Heiko Thoms, to discuss the implementation of Ukrainian-German energy projects and strengthening Germany’s support.

Denys Shmyhal noted that Ukraine relies on continued partnership with Germany to strengthen the resilience of Ukraine’s energy system.

- After recent attacks, parts of Zaporizhzhia, Kharkiv, and Dnipropetrovsk oblasts were temporarily without electricity. Restoration work continues.

- The situation remains difficult in Kyiv region and Odesa. Energy crews are working around the clock to restore normal conditions for residents.

- Hourly electricity outage schedules are in effect nationwide, along with power limitation schedules for industry and business. In some regions, emergency blackouts have been applied due to the strained energy system.

Under the chairmanship of First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal, the next meeting of the Headquarters for the Elimination of Emergency Consequences in Kyiv and the Kyiv region was held, during which the situation regarding electricity and heat supply in the region was discussed.

First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal took part in a meeting between Volodymyr Zelenskyy and Alexandru Munteanu.

The parties discussed areas for deepening cooperation in the energy sector.

“Ukraine is interested in cooperation between Ukrenergo and Moldelectrica. Synchronization of networks, enhanced mutual regulation, the signing of an agreement on cross-border electricity flows and emergency support are the focus of our work,” Denys Shmyhal noted.

First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal held an online meeting with Wolfgang Hattmannsdorfer, Federal Minister for Economic Affairs, Energy and Tourism of Austria. The parties discussed Ukraine’s needs amid the ongoing energy emergency and agreed to review all urgent requirements regarding the transfer of reserve or used equipment from Austrian power plants to Ukraine.

The Verkhovna Rada of Ukraine has adopted in the second reading and as a whole draft law No. 13219 aimed at improving competitive conditions for electricity generation from renewable energy sources. The state continues to establish clear and competitive rules for the development of renewable energy — solar, wind, and other “green” sources. This is an important component of the country’s energy security, particularly amid ongoing enemy attacks on the power system. Private investment is essential to restore and further develop the sector.
