First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal met with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome and Chief Representative of JICA in Ukraine Osamu Hattori. The parties discussed the consequences of the recent large-scale attacks on Ukraine’s energy infrastructure, urgent recovery needs, and key reforms and priorities in the energy sector. Particular attention was paid to strengthening the operational capacity and resilience of state-owned energy companies.

The Cabinet of Ministers of Ukraine has allocated UAH 246.4 million to support emergency repair crews who restored Ukraine’s energy infrastructure in January of this year.

As reported by First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal, the funds will be used to provide additional payments of UAH 20,000 to those who are restoring electricity, heating, and water supply to Ukrainian households. The payments will be transferred to the active bank accounts of the crew members.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal met with a delegation from the Seimas of Lithuania, including Deputy Speaker Viktorija Čmilytė-Nielsen and Deputy Chair of the Seimas Committee Ingrida Šimonytė.

The Lithuanian delegation also included Ambassador of the Republic of Lithuania to Ukraine Inga Stanite-Tolochkiene, as well as members of relevant parliamentary committees.

Denys Shmyhal noted that Lithuania remains a true friend of Ukraine, prioritizing support since the beginning of russia’s invasion and providing essential assistance.

Ukraine has received an additional batch of humanitarian assistance from the Republic of Azerbaijan, including 11 generators with a total capacity of 2.4 MW.

The equipment has been delivered to key healthcare and emergency facilities in Kyiv, including specialized hospitals, the polyclinic of the Bogomolets National Medical University, the National Institute of Phthisiology, Pulmonology and Allergology, city clinical hospitals, emergency medical services, and diagnostic centers.

- As a result of hostilities and shelling of energy infrastructure facilities, some consumers in Odesa, Kharkiv, Zaporizhzhia, and Sumy regions remain without electricity.

- In Kharkiv region, an energy sector worker was injured during an enemy attack. He is receiving all necessary medical assistance.

- Today, hourly power outages are being enforced in most regions, while capacity restriction schedules are in place for enterprises. Emergency outages have been applied in certain regions.

Thanks to the continuous work of repair crews and rising temperatures, there is a positive trend in improving the electricity supply situation. This was stated by First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal during a meeting of the Emergency Response Headquarters in Kyiv and the region.

According to Denys Shmyhal, more than 200 crews are currently working in Kyiv to restore heat and electricity supply.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal reported on the outcomes of the Ukrainian delegation’s participation in the meeting of the International Energy Agency held on February 17–18 in Paris.

The delegation secured the following agreements:

- As of this morning, consumers in Mykolaiv, Sumy, Kharkiv, Dnipropetrovsk, and Zaporizhzhia regions remain without electricity as a result of hostilities and shelling of energy infrastructure.

- Due to severe weather conditions, 40 settlements in Kherson, Mykolaiv, Odesa, and Dnipropetrovsk regions are without power supply.

- Today, hourly outage schedules are being enforced in most regions, and emergency outages have been applied in certain regions.

Today, we honor the memory of the Heavenly Hundred Heroes — those who gave their lives for the right of millions to freely choose their future.

They opened a new chapter in our history, where Ukraine stands for freedom and dignity. Where Ukraine is strong and courageous, fighting for its future. This struggle continues to this day.

On the second day of the IEA Ministerial Meeting in Paris on February 19, First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal held a series of bilateral meetings and negotiations aimed at strengthening cooperation with partners to support the recovery and resilience of Ukraine’s energy sector.
