Following a proposal by the Ministry of Energy of Ukraine, the Cabinet of Ministers has adopted two decisions to update the rules governing tenders for the construction of new generating capacity and the conduct of auctions for allocating renewable energy support quotas.
- As a result of ongoing hostilities and shelling of energy infrastructure facilities, a number of consumers in the Dnipropetrovsk, Donetsk, Zaporizhzhia, Sumy, Kharkiv, and Chernihiv regions remain temporarily without electricity supply.
- Energy workers are operating in an enhanced режим to restore electricity supply to all consumers as quickly as possible. Restoration works are ongoing around the clock.
The task of the Ministry of Energy of Ukraine is not only to repair facilities damaged by the enemy, but also to build a new architecture of the energy system—more protected, more flexible, more market-oriented, and more integrated with Europe. The state expects the business community to play an important role in this process.
The Government has approved a draft law amending the Law “On the Natural Gas Market,” aimed at implementing the provisions of EU Regulation No. 2017/1938 concerning measures to safeguard the security of gas supply. The document was developed by the Ministry of Energy in fulfillment of Ukraine’s European integration commitments, the National Energy and Climate Plan until 2030, and the Ukraine Facility Plan.
Deputy Ministers of Energy of Ukraine Valentyna Moskalenko and Hanna Lihun held a meeting with representatives of the German-Ukrainian Chamber of Industry and Commerce (AHK Ukraine), during which they discussed deepening cooperation in the energy sector and expanding the participation of German businesses in the recovery of Ukraine’s energy sector.
At the proposal of the Ministry of Energy of Ukraine, the Government has refined the methodology for calculating minimum fuel stock levels, specifically regarding the mechanism for determining market prices for oil and petroleum products.
The relevant amendments were introduced to the Cabinet of Ministers’ resolution on the functioning of the system of minimum stocks of oil and petroleum products in Ukraine.

The Cabinet of Ministers of Ukraine has approved the allocation of UAH 281.3 million from the state budget reserve fund to provide state assistance to workers involved in emergency repair and restoration operations following the massive missile attacks by the Russian Federation in February 2026. More than 14,000 workers will receive assistance.
Ukraine and the Republic of Bulgaria have agreed to develop the Vertical Gas Corridor, which will significantly expand natural gas transmission capacities and enhance energy security in the South-Eastern European region. The agreement was reached by President of Ukraine Volodymyr Zelenskyy and Prime Minister of Bulgaria Andrey Gyurov.
First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine Denys Shmyhal, during a meeting of the Foreign Affairs Council of the EU Member States, outlined the key priorities for the recovery and medium-term development of Ukraine’s energy sector.
He emphasized that Ukraine’s strategic objective for the coming decade is to restore generation capacity to pre-war levels (55 GW) and to strengthen the country’s role in ensuring Europe’s energy security.
