The All-Ukrainian CDTO Forum 2026 brought together over 100 digital transformation leaders from ministries, central executive authorities, regional military administrations, and communities. The event was opened by First Deputy Prime Minister of Ukraine - Minister of Energy Denys Shmyhal. Deputy Minister of Energy for Digital Development, Digital Transformation and Digitalization Denys Shuhalii also participated in the forum.
As noted by Denys Shmyhal, digital transformation is one of the key pillars of Ukraine’s comprehensive reform agenda.
“Digital solutions in the energy sector are coming to the forefront in preparation for the next winter. This includes integration into the European energy space, strengthening cybersecurity, developing transparent investment tools, and creating user-friendly services for citizens,” he stated.
According to Denys Shuhalii, further digital transformation of Ukraine’s energy sector will enhance its cyber resilience and help establish a unified security environment for the country’s critical infrastructure.
“We have recently launched the Digital Transformation Office at the Ministry of Energy and сформували a portfolio of key IT projects for the sector. Our goal is for the Office to coordinate all digital initiatives of the Ministry, promote best international practices, and significantly accelerate digital development processes in Ukraine’s fuel and energy complex,” he said.
CDTO Forum 2026 served as a platform for experience sharing, coordination, and the development of solutions aimed at improving public administration through digital tools.
The focus was on shaping a new model of the state—from a Digital State to an Agentic State, where data, services, and governance decisions serve the needs of citizens.
As part of the forum, participants discussed modern digital governance tools, including the digital transformation index, the CDTO dashboard for real-time project monitoring, the development of the “Diia.Digital Community” platform, and the implementation of the OKR (Objectives and Key Results) management model.
