False reports about the start date of the heating season are actively spreading online. The Government Resolution on the Public Service Obligations (PSO) in the gas market, which mentions 1 November 2025, has no relation to the actual commencement of heating in residential buildings.

Special emergency outage schedules in Kharkiv, Poltava, and Sumy regions have been canceled, although regular power cut schedules remain in place. Energy workers have also restored electricity to 270,000 customers in Kyiv.

The Cabinet of Ministers of Ukraine has adopted a resolution “On Approval of the Regulations on the Nuclear Insurance Pool.” The document, developed by the Ministry of Energy of Ukraine, was prepared in accordance with the Law of Ukraine “On Civil Liability for Nuclear Damage and Its Financial Security.” Its adoption restores regulatory oversight of the activities of the Nuclear Insurance Pool, which is a key mechanism ensuring the financial security of nuclear facility operators in the event of nuclear damage.
