The Cabinet of Ministers of Ukraine has adopted a decision to enhance state control in the electricity and heat supply sectors during martial law. In particular, amendments were made to Resolution No. 303 of 13 March 2022, which enable the State Inspectorate for Energy Supervision of Ukraine (Derzhenergonahliad) to fully carry out state energy supervision (control) measures.
The Cabinet of Ministers of Ukraine has amended the National Plan for Reducing Emissions from Large Combustion Plants (LCPs), extending the operational period of these energy facilities. The decision aims to align national legislation with Ukraine’s international obligations as a member of the Energy Community, ensure sufficient generation capacity amid Russia’s energy attacks, and maintain necessary reserves.
The Cabinet of Ministers of Ukraine has adopted a resolution “On Amendments to the Procedure for Conducting the Competition for the Construction of Generation Capacity and Implementation of Demand-Side Management Measures.”
The Federal Foreign Office of Germany has transferred to the Ukraine Energy Support Fund the largest one-time contribution since the Fund’s inception – €160.11 million, the Deputy Minister of Energy of Ukraine, Mykola Kolisnyk, announced at a briefing.
In December alone, the Fund received €245 million in new contributions. In addition to the German Foreign Office, the Federal Ministry for Economic Affairs and Climate Action contributed €3 million through the German development bank KfW.
Generation and Consumption
The situation in Ukraine’s energy system remains challenging. Energy workers continue to eliminate the consequences of yesterday’s and previous large-scale missile and drone attacks. Restoration works are ongoing around the clock.
During the night, the enemy continued attacks on energy infrastructure. As a result, new power outages occurred by morning in Sumy, Dnipropetrovsk, Kherson, Kharkiv, and Chernihiv regions. Repair crews of regional electricity companies are working to restore damaged equipment as quickly as possible.
– During the night and morning, the enemy carried out another, already ninth large-scale attack on Ukraine’s energy system since the beginning of the year. As a result, by morning, consumers in Rivne, Ternopil, and Khmelnytskyi regions were almost completely without power. Outages due to attacks were also reported in Vinnytsia, Chernihiv, Zhytomyr, Donetsk, Dnipropetrovsk, and Kharkiv regions. Emergency restoration works will begin as soon as the security situation allows.
The European Commission has completed one of its largest coordinated logistics operations to date, delivering a full set of thermal power plant equipment from Lithuania to Ukraine under the EU Civil Protection Mechanism.
