Denys Shmyhal Emphasized the Unacceptability of Charges for Heating Services Not Provided

First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal stated that charging consumers for heating services that were not provided is unacceptable. He made this statement during a meeting of the Headquarters for Emergency Response in Kyiv and the Kyiv region.

“The key principle is that people who were without heating must not receive bills for services they did not actually receive. This is a clear instruction of the President of Ukraine, and there is a corresponding decision of the Government. Local authorities and municipal utility companies must resolve the issue of such charges,” Denys Shmyhal emphasized.

The Head of the Ministry of Energy noted that despite difficult weather conditions, repair crews continue to work around the clock to restore heat and electricity supply in the capital.

Denys Shmyhal also reported that the deployment of cogeneration units is proceeding strictly according to plan. Additional locations for installing the equipment are currently being identified, and inspections of gas capacities at key hubs have been completed.

According to him, the Government continues to create conditions for increasing electricity imports by state-owned companies. Denys Shmyhal informed that today the Cabinet of Ministers adopted a decision that will allow one of the state-owned companies to purchase additional volumes of imported electricity. This will make it possible to free up part of domestic generation to meet the needs of the population.

“This month, we also recorded a daily record volume of electricity imports to Ukraine since the beginning of the year — 41.987 GWh. This helped us withstand the system under Russian attacks and severe frosts and reduce the deficit,” Denys Shmyhal noted.
