The systematic, planned strikes by the enemy on substations critical to the operation of the nuclear energy complex indicate that the risk of a nuclear accident is extremely high and real.

This was stated by the Minister of Energy of Ukraine, German Galushchenko, in his video address during the UN thematic event "Protection of Ukraine’s Critical Energy Infrastructure from Russian Attacks During the War," initiated by Ukraine in cooperation with Lithuania, Estonia, Denmark, Norway, France, and Poland.

On November 27, Ukraine's Minister of Energy, German Galushchenko, held a meeting with the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, Masashi Nakagome. Hideki Matsunaga, Chief Representative of the Japan International Cooperation Agency (JICA), also participated in the meeting.

The parties discussed areas of cooperation to support the resilience of Ukraine's energy system under enemy attacks, particularly during the winter period.

The United Nations Development Programme (UNDP) in Ukraine and the Government of Japan, in coordination with the Ministry of Energy of Ukraine, has delivered vitally important energy equipment to Kharkiv and Odesa to support critical infrastructure in these cities amid ongoing russian attacks on Ukraine’s energy systems. The handover ceremony took place in Kyiv on November 16.

As part of a working visit to Vienna, where the IAEA Board of Governors meeting is taking place, Ukraine's Minister of Energy, German Galushchenko, held a meeting with Laura Holgate, the U.S. Permanent Representative to the IAEA.

The parties discussed threats to nuclear and radiation safety stemming from russian attacks on Ukraine's energy infrastructure, particularly substations critical for the operation of nuclear power plants. They focused on areas of cooperation to enhance the protection of these vital facilities.
