- The Christmas week begins under mass attacks by the enemy. Last night, the Russian Federation targeted energy facilities in Odesa, Zaporizhzhia, Donetsk, Dnipropetrovsk, and Zhytomyr regions. By morning, some consumers had electricity restored. Emergency recovery work is ongoing.

- Fuel supply situation: Fuel is being imported into Ukraine through a combination of independent logistics routes, including road, rail, and maritime transport. The situation remains stable and under control.

Today is your professional holiday. It is very symbolic that it falls on 22 December – a day when the sun prevails, when darkness recedes, giving way to light and energy. May this also be true in our work!

Your efforts lay the foundation for life in the country. The operation of hospitals, transport, communications, water and heat supply, industry, and defense – all of this is impossible without your dedication. Without light, life itself is impossible.

Acting Minister of Energy of Ukraine Artem Nekrasov paid a working visit to the Donetsk region.

During the visit, Artem Nekrasov, together with representatives of the regional administration and energy companies, inspected a thermal power plant that had sustained significant damage as a result of targeted Russian attacks.

The Acting Minister held a meeting with the plant’s management, during which he reviewed the enterprise’s urgent needs for equipment and materials required to continue emergency repair works.

The document summarizes the key decisions and events of the month: updates to the sanctions policies of the EU, the US, the UK, Canada, Australia, New Zealand, and Ukraine; measures targeting the “shadow fleet”; changes in restrictions on Russian oil and gas revenues; and the current status of EU utilization of Russian energy resources.

In preparation for the second meeting of the Strategic Partnership Dialogue between Ukraine and the United Kingdom of Great Britain and Northern Ireland, Deputy Minister of Energy of Ukraine Roman Andarak met with UK Minister for Energy Michael Shanks.

- The most challenging situation remains in the regions bordering russia and in frontline areas. The enemy continues systematic attacks on the Donetsk, Zaporizhzhia, Sumy, Kharkiv, Kherson, and Chernihiv regions, where extensive damage to generation facilities as well as electricity transmission and distribution networks has been recorded.

Following an appeal by the Ministry of Energy of Ukraine, the Energy Community Council of Ministers adopted a decision allowing Ukraine to continue operating large combustion plants included in the National Plan for the Reduction of Emissions from Large Combustion Plants for the duration of martial law, but no later than 31 December 2028.

The decision was adopted at the 23rd meeting of the Energy Community Ministerial Council, held in Vienna, Austria. Ukraine was represented at the meeting by Deputy Minister of Energy Mykola Kolisnyk.

The Ministry of Energy welcomes the European Parliament's decision to phase out imports of Russian gas and oil. 

This is a historic step, endorsed by representatives of all people of the European Union, will strengthen Europe’s energy security and demonstrates a shared commitment to countering Russia’s long-term weaponisation of energy.
