Distributed Generation Supplying at Least 80% of Consumers Will Not Be Subject to Hourly Outage Schedules – Government Decision

02 March 2026, 15:28

At the proposal of the Ministry of Energy, the Government of Ukraine has amended the Procedure for Determining and Applying Maximum Electricity Consumption Limits.

In particular, hourly outage schedules will not apply to distributed generation facilities supplying at least 80% of consumers connected to a single power line.

“In this way, the state encourages the installation of new distributed generation facilities and their integration into the unified power system. This will make our energy sector stronger and more resilient to hostile attacks and provide additional capacity for balancing generation and consumption,” emphasized the First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal.

The resolution also introduces an effective mechanism to ensure that only eligible facilities benefit from these provisions. Distribution system operators will analyse the actual coverage volumes of consumers by distributed generation. If coverage falls below 80%, hourly outage schedules will be applied to such lines.

The approved amendments were developed in implementation of the decision of the Emergency Response Headquarters in Kyiv and the Kyiv region.
