First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal participated in the conference “Energy Security – Lessons Learned from Ukraine” held in Berlin. During his address, he emphasised that amid the full-scale war, the energy sector has become one of the key fronts of confrontation with russia.

“Energy has become one of the central battlefields in russia’s unprovoked war against Ukraine. Energy is no longer merely a separate sector — it is the operational foundation of the state,” the Minister stated.

On the sidelines of the international conference “Energy Security – Lessons Learned from Ukraine” in Berlin, First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal held a meeting with Federal Minister for Foreign Affairs of Germany Johann Wadephul.

The parties discussed expanding cooperation with German industry in the areas of flexible generation, power grid modernisation, hydrogen technologies, and localisation of energy equipment production.

They also coordinated priorities for preparations for the upcoming heating season.

From January to mid-May 2026, ten healthcare facilities launched their own electricity generation within the framework of the “Ray of Hope” project. The total installed capacity of the commissioned solar power plants amounts to 770 kW.

At present, an additional 94 facilities are at various stages of implementation, three healthcare institutions are at the final stage of completion, while 141 medical facilities are currently developing technical solutions.

- As a result of hostilities and attacks on energy infrastructure facilities, some consumers in the Dnipropetrovsk, Donetsk, Zaporizhzhia, and Kharkiv regions remain temporarily without electricity supply.

- Power engineers continue to operate in an enhanced mode in order to restore electricity supply to all consumers as quickly as possible. Restoration works are ongoing around the clock.

The relevant funding was allocated from the reserve fund of the State Budget within the framework of the state support programme for employees involved in emergency restoration works.

From January to March 2026, energy workers received additional monthly payments of UAH 20,000.

Since the beginning of the year, Ukraine has received 3,209 units of energy equipment, including generators, transformers, modular boiler houses, cogeneration units, boilers, and other critical equipment.

The assistance was provided by partners from the EU, Austria, Azerbaijan, Belgium, Denmark, Estonia, Iceland, Spain, Italy, Canada, Latvia, Lithuania, Moldova, the Netherlands, Germany, Norway, Slovakia, the United States, Türkiye, Finland, France, Switzerland, Sweden, Japan, the Czech Republic, Poland, Cyprus, UNICEF/WASH, PFRU, and VOLVO.

Deputy Minister of Energy of Ukraine Anatolii Kutsevol briefed a German delegation led by Head of the German Federal Chancellery and Federal Minister for Special Tasks Thorsten Frei on the consequences of Russian attacks on one of Kyiv’s combined heat and power plants.

During the visit, Anatolii Kutsevol demonstrated to the German representatives the scale of destruction caused by massive Russian strikes and informed them about ongoing recovery works and preparations of the energy system for the upcoming heating season.

Deputy Minister of Energy of Ukraine Anatolii Kutsevol held a meeting with Deputy Minister of Foreign Affairs of the Republic of Türkiye Ayşe Berris Ekinci to discuss prospects for deepening bilateral cooperation in the energy sector.

Anatolii Kutsevol informed his counterpart about the current state of Ukraine’s energy sector and the consequences of continuous Russian attacks on energy infrastructure facilities. He expressed gratitude to Türkiye for the humanitarian shipments of energy equipment delivered to Ukraine and outlined the current needs of Ukrainian energy companies.

- As a result of hostilities and shelling of energy infrastructure facilities, some consumers in the Dnipropetrovsk, Zaporizhzhia, Sumy, Kharkiv, and Chernihiv regions remain temporarily without electricity supply.

- Energy workers continue operating in an enhanced режим to restore electricity supply to all consumers as quickly as possible. Emergency restoration works are ongoing around the clock.

The Ministry of Energy has already submitted to the Government the relevant amendments that will enable the conclusion of Power Purchase Agreements (PPAs) between electricity producers and consumers.
