Briefing by the Deputy Minister of Energy of Ukraine, Roman Andarak, on the situation in the power system as of the morning of 6 January

- Over the past 24 hours, the enemy continued attacks on energy infrastructure facilities in a number of regions. As of the morning, consumers remain without electricity in Kharkiv and Donetsk oblasts. In Chernihiv oblast, including the city of Slavutych, power restoration works are ongoing.

- Overnight, the enemy carried out another attack on energy infrastructure facilities in a number of regions of Ukraine. As of the morning, consumers remain without electricity in Chernihiv, Kharkiv and Donetsk oblasts. As a result of the enemy attack, the city of Slavutych is completely without power supply. A strike was also recorded on one of the generating facilities in Donetsk oblast. Emergency repair and restoration works are ongoing wherever the security situation allows.

Ensuring Uninterrupted Electricity Supply: Universal Service Providers to Continue Electricity Supply

The Cabinet of Ministers of Ukraine has introduced amendments to Resolution No. 1055 of 12 December 2018, extending the fulfilment by universal service providers of special obligations imposed on participants in the electricity market.

The purpose of the decision is to create conditions for reliable and uninterrupted electricity supply to household consumers and small businesses.

The document stipulates that, during the period of martial law in Ukraine, universal electricity services for consumers will continue to be provided by the same electricity suppliers.

Ukraine’s Energy Sector in 2025: Development of Distributed Generation

The development of a decentralised energy system is one of Ukraine’s key priorities under wartime conditions. Distributed generation includes gas-fired generation (gas turbine units, gas piston units and combined heat and power units), renewable energy facilities connected to distribution systems, as well as energy storage systems.

Such generation already plays a significant role at the regional level, meeting the needs of critical infrastructure facilities.

Cooperation with Japanese Partners Strengthens Ukraine’s Capacity to Counter Hybrid Threats in the Energy Sector

Deputy Minister of Energy of Ukraine Roman Andarak participated in the opening of the official representative office of the Japanese company Nihon Cyber Defence Co. Ltd.

During a meeting with the company’s founder and Chief Executive Officer, Kartan McLaughlin, held as part of the Deputy Minister’s working visit to Ukraine, the parties discussed current cyber threats to the energy sector in the context of Russia’s full-scale war against Ukraine.

- On the second day of the new year, the enemy continued attacks on energy infrastructure facilities. Overnight, strikes were recorded in Mykolaiv and Zaporizhzhia oblasts. As of the morning, consumers in Zaporizhzhia oblast, including the city of Zaporizhzhia, as well as in other frontline regions, remain without power supply.

Ukraine’s Energy Sector in 2025: International Partnership and Assistance

The year 2025 once again demonstrated that in the most challenging moments Ukraine is not left alone. International partners continue to provide systematic support to Ukraine’s energy sector.

Through the Emergency Energy Assistance Hub, Ukraine received more than 410 humanitarian shipments of energy equipment with a total weight exceeding 5,382 tonnes. Assistance was delivered to 121 fuel and energy sector enterprises as well as critical infrastructure facilities across the country.

2025: Phasing Out Russian Gas, Diversification of Supply Sources and Routes, and International Support

In 2025, Ukraine fully halted the transit of Russian gas through its gas transmission system (GTS). As of 1 January, Ukraine’s GTS has been operating without the transit of Russian gas.

At the same time, since the beginning of the year, approximately 6.9 billion cubic metres of gas have been transported through interconnection entry points. These volumes include both gas imports to meet Ukraine’s domestic needs and gas transportation via Ukraine’s GTS to supply other countries.

Generation and Consumption

During the night, the enemy carried out a drone attack on energy facilities in several regions of Ukraine. As of the morning, a significant number of consumers are without power in Volyn and Odesa regions, with new outages also reported in Chernihiv region. Emergency restoration works are ongoing, and energy workers are making every effort to restore electricity supply as quickly as possible.
