Maintenance of electrical networks in residential buildings is carried out by housing maintenance organizations. Internal building electrical networks, electrical equipment of the main distribution board of the building, and surface distribution boards are on the balance of the enterprise that provides services for the maintenance of the building and the surrounding area (hereinafter – the “balance holder”), which, according to Clause 5.5.5.6 of the Retail Electricity Market Rules, is obliged to independently, without participation of the electricity supplier, ensure the proper technical condition and safe operation of electrical installations and internal building electrical networks.
The main organizational and technical requirements for the operation of electrical installations and electrical equipment are regulated by the Rules for the Technical Operation of Consumer Electrical Installations, approved by the Order of the Ministry of Fuel and Energy of Ukraine dated July 25, 2006, No. 258.
According to Clause 5.1 of Section IV of the Rules, “the consumer (balance holder of the residential building) must organize continuous and periodic control over the technical condition of electrical installations, equipment, buildings, and structures.”
Therefore, repair, maintenance, and monitoring of the condition of internal building electrical networks, switchboards, and electrical equipment that are not on the balance or under operational management of the electricity supplier must be carried out by the balance holder of the residential building.
