Is meter verification carried out during martial law?

According to Paragraph 1 of the Resolution of the Cabinet of Ministers of Ukraine No. 440 dated 07.04.2023 “Certain Issues of Verification of Legally Regulated Measuring Instruments under Martial Law and State of Emergency,” it is established that positive results of periodic, unscheduled, and post-repair verification of legally regulated measuring instruments, certified by a verification stamp on such instruments or by a record with the verification stamp in the relevant section of operational documents and/or issued as a certificate of verification of the legally regulated measuring instrument, the validity of which expires during the period of martial law or state of emergency, remain valid:

In territories temporarily occupied by the Russian Federation, for the duration of martial law or state of emergency and for three months after its termination or cancellation in the respective territories;

In territories of active hostilities, for six months from the date of cessation of hostilities in such territories, according to the list of territories where hostilities are ongoing (or have taken place) or temporarily occupied by the Russian Federation, approved by the Ministry for the Reintegration of Temporarily Occupied Territories (hereinafter – the List);

In territories of potential hostilities, for six months from the date when the possibility of hostilities ceases, according to the List.

 

According to Paragraph 2 of Resolution No. 440, submission of meters (water, gas, electricity, heat meters) for verification in the territories included in the List is carried out as follows:

In temporarily occupied territories by the Russian Federation, within three months after the termination or cancellation of martial law or state of emergency, but not earlier than the end of the heating period;

In territories of active hostilities, within six months from the date of cessation of hostilities, but not earlier than the end of the heating period;

In territories of potential hostilities, within six months from the date when the possibility of hostilities ceases, but not earlier than the end of the heating period.

 

According to Paragraph 3 of Resolution No. 440, submission of water, gas, electricity, and heat meters for verification in the territories of Ukraine, except those specified in Paragraphs 1 and 2, is carried out within three months after the end of the heating period.
