Gas supply connection for partially destroyed buildings:
Ensuring the functioning of repair work, especially in regions affected by hostilities, falls under the competence of military oblast, city, or district administrations.
In case of damage due to military actions, the condition of the buildings is analyzed operationally. If the gas system is damaged, gas supply is stopped by closing the shut-off device at the building entry. Afterwards, the system is inspected and tested for leaks, followed by gas supply to consumers in premises deemed suitable for habitation.
For resolution of such issues, it is necessary to contact the gas distribution company or the relevant military administration.
Electricity connection during martial law:
The regulator, at a meeting held on December 29, 2023, decided to resume from January 1, 2024, the provision of standard and non-standard electricity connection services according to the Distribution System Code.
To ensure connection in areas where hostilities may occur or are ongoing, taking into account the safety and health protection of distribution system personnel, NERC has continued to allow connection services according to the Temporary Electricity Connection Procedure during martial law in Ukraine, approved by NERC Resolution No. 352 of 26.03.2022, only for applicants requesting connection for:
Objects used for temporary accommodation of displaced (evacuated) persons, for temporary residence in modular towns, and to meet the needs of enterprises under the Ministry of Strategic Industries and the Ministry of Economy, as well as enterprises of the Ukroboronprom State Concern involved in mobilization tasks, Armed Forces of Ukraine, other military units, law enforcement, and civil protection forces;
Locations in areas where hostilities are possible or ongoing, including active combat areas or areas with functioning state electronic resources, as defined by the Ministry for Reintegration of Temporarily Occupied Territories’ Order No. 309 of December 22, 2022;
Electricity facilities used to produce electricity from natural gas as part of measures to avoid risks of electricity supply disruption, according to Clause 13-4, Section XVII “Final and Transitional Provisions” of the Law of Ukraine “On the Electricity Market”.
