Is compensation provided for gas and electricity services to those who have sheltered internally displaced persons (IDPs)?

The Cabinet of Ministers of Ukraine approved the payment of compensation for utility costs for Ukrainians who sheltered IDPs free of charge, according to the Procedure for compensating expenses for temporary accommodation of IDPs who relocated during the martial law period and do not receive monthly targeted assistance for covering living expenses, including payment for utilities, approved by Resolution No. 333 of 19.03.2022.

Compensation for utility payments is provided to individuals – citizens of Ukraine aged 18 or older, who own residential premises in the private housing stock and sheltered IDPs free of charge in these premises.

To receive the payment, the owner of the residential premises must:

Enter information about private housing units available for free accommodation of IDPs into the web resource “Prykhystok”. The owner can do this independently or contact the executive committee of the village, settlement, or city council. Based on this information, a register of residential premises available for free accommodation of IDPs in the relevant administrative-territorial unit is created.

Submit an application to the executive committee of the village, settlement, or city council at the location of the residential premises, specifying the full name of each accommodated person and attaching copies of identity documents (no later than the next day after the placement of IDPs).

Submit a compensation request to the executive committee of the village, settlement, or city council at the location of the residential premises. The request must be submitted no later than five days after the end of the reporting month, either on paper or electronically, including all mandatory details and using a qualified electronic signature. The application is reviewed within five working days of receipt.

During the review period, authorized officials of the executive committee may conduct an on-site check if necessary, to verify:

The fact of placement and its free-of-charge nature;

The number of accommodated persons and the conditions of their stay;

Identity documents;

Whether any of the persons receive monthly targeted assistance for IDPs to cover living expenses, including utility payments.

Provided there is no outstanding debt for utilities, the owner of the residential premises will receive compensation exclusively in non-cash form to the bank account specified in the application, by the 20th day of the month following the reporting month.
