Are penalties or fines applied for non-payment of gas or electricity?

Yes. The charging and collection of penalties (fines, late fees), inflation charges, and annual interest on debt arising from untimely and/or partial payment for housing and communal services is carried out in accordance with current legislation.

According to Resolution of the Cabinet of Ministers of Ukraine No. 206 dated 05.03.2022 “Some Issues of Payment for Housing and Communal Services During Martial Law” (as amended by Resolution No. 1405 dated 29.12.2023), until the martial law in Ukraine is lifted or canceled, it is prohibited to:

charge and collect penalties (fines, late fees), inflation charges, and annual interest on debt arising from untimely and/or partial payment for housing and communal services (including for residents of buildings with homeowners’ associations, housing cooperatives, or where services are provided by a manager or another authorized person under a collective agreement) in territorial communities located:

in areas of active or possible hostilities, where state electronic information resources function;

in temporarily occupied territories by the Russian Federation, according to the list approved by the Ministry for Reintegration of Temporarily Occupied Territories (until hostilities cease or occupation ends);

if the consumer’s property was damaged as a result of hostilities, provided that the respective utility provider is informed (for natural gas distribution services, taking into account the requirements of the Gas Supply System Safety Rules, approved by the Ministry of Energy and Coal Industry on May 15, 2015, No. 285).
