On the sidelines of the Ukraine Recovery Conference (URC2026), Naftogaz Group signed a number of agreements and memoranda with international partners aimed at supporting the development of Ukraine’s oil and gas sector. The agreements provide financing for modern equipment, advanced technologies, and innovative solutions to strengthen Ukraine’s energy security.
Key outcomes include:
- USD 300 million in financing from the U.S. Export-Import Bank (EXIM) to support the supply of American oil and gas equipment and technologies to Ukraine. Naftogaz Group and EXIM signed a Letter of Intent on credit financing. The mechanism provides direct financing to U.S. suppliers and contractors for the procurement of equipment, works, and services for Ukraine’s oil and gas sector.
- An EBRD grant of EUR 44.6 million, co-financed by Norway and the Netherlands, for Ukrnafta to procure 17 gas-fired reciprocating engine units, adding 62 MW of flexible generation capacity to strengthen Ukraine’s energy resilience.
- A separate agreement between Naftogaz and the EBRD extending the emergency financing programme for natural gas procurement.
- Two Memoranda of Cooperation between Naftogaz Group and ORLEN covering expanded gas import capacity, decarbonisation, and ESG cooperation, including additional gas supply routes, enhanced logistics, methane emissions reduction, access to green financing, and reporting in line with European standards.
- A Memorandum providing EUR 8.53 million for the launch of a Ukrainian-Polish CO₂ transportation and storage project implemented by Naftogaz, Ukrnafta, and the Dutch company CQUESTRA BV.
- A Memorandum on strategic cooperation between Naftogaz and Siemens Energy in electricity generation projects.
- Memoranda between Naftogaz Group, GEK TERNA Group, and DP Pumps on cooperation in restoring energy infrastructure and supplying equipment and technical solutions to strengthen the resilience of Ukraine’s energy system.
- A Memorandum between Ukrnafta and MAYEKAWA MFG. CO., LTD. (Japan) on implementing energy efficiency and decarbonisation solutions.
- A Letter of Cooperation between Naftogaz and the International Finance Corporation (IFC) to explore opportunities for attracting private investment to Ukraine’s energy sector. IFC will provide technical and advisory support in preparing potential investment projects.
- A Letter of Intent with N.A.M. establishing a joint working group to explore the transfer of used equipment to meet Naftogaz Group’s operational needs.
- A EUR 191.2 million Common Terms Agreement with the IFC, EBRD, BSTDB, BII Ukraine, and Swedfund to finance the construction of a 189 MW wind power plant, to be developed by subsidiaries of Galnaftogaz.
