In 2025, Ukraine successfully completed one of the stages of the EU accession negotiation process by finalising the assessment of Cluster 4, Green Agenda and Sustainable Connectivity. During a bilateral meeting with the European Commission held in Brussels as part of the official screening under Chapter 15 Energy and Chapter 21 Trans-European Networks, Ukraine presented the progress already achieved and, together with its partners, outlined the next steps.
This milestone was preceded by extensive preparatory work. Ukraine analysed more than 100 EU legal acts that constitute the EU energy acquis, covering the functioning and integration of electricity and natural gas markets, security of supply, development of renewable energy sources, energy efficiency, formation of oil and petroleum product stocks, natural gas storage, as well as ensuring transparency and integrity in energy markets, among other areas.
On 17 December, the Government approved Ukraine’s Negotiating Position for Cluster 4 and submitted its English-language version to European partners.
At the end of the year, within the framework of the Enlargement Package 2025, the European Commission noted Ukraine’s strong level of preparedness in the energy sector, in particular highlighting progress in:
- implementation of the National Energy and Climate Plan;
- implementation of the Regulation on Wholesale Energy Market Integrity and Transparency (REMIT);
- development of the legislative and regulatory framework for the advancement of renewable energy sources.
According to the European Commission’s Report, Ukraine received an overall score of 4 out of 5 possible points. This assessment demonstrates a high level of alignment of Ukraine’s state energy policy with EU rules and confirms its readiness to move to the next stage of negotiations.
