The Cabinet of Ministers of Ukraine created conditions to facilitate the operations of fuel and energy sector enterprises. In particular, during the year the Government simplified:
- Procurement procedures for energy equipment. Tender procedures may be waived where procurement is co-financed with international financial institutions. As a result, procurement timelines were reduced by 21 days.
- Procedures for repairs of gas transmission system facilities. During the repair of war-damaged facilities, the gas transmission system operator is allowed to use state-owned assets not involved in gas transportation and preserved under a simplified regime. As a result, repair timelines were shortened by six months.
- Permitting requirements for the construction and reconstruction of gas transmission system elements and power transmission lines. In particular, this ensured faster restoration and construction of new sections of power lines and gas pipelines in critical regions, including areas near the combat zone. As a result, the time required to obtain permits was reduced by 4–8 months.
These measures make it possible to:
- enhance the reliability of the operation of Ukraine’s power system;
- minimise the risks of outages;
- stabilise energy supply for households and industry.
At the same time, to support households and strengthen their energy independence, the programme “Energy Independence of Individuals – Household Owners” continued to operate. Under the programme, households wishing to install solar or wind power plants together with electricity storage systems may obtain a zero-interest loan for up to 10 years for their purchase, with the state fully compensating the interest rate. The loan amount may not exceed UAH 480,000.
In 2025, under this programme, Ukrainians concluded more than 2,815 loan agreements for a total amount exceeding UAH 1 billion. The aggregate capacity of the equipment financed under the programme amounted to 25.55 MW.
The Government is currently working to further improve the programme’s mechanism and is taking steps to attract additional resources from international partners for its implementation.
