The Government has approved a draft law amending the Law “On the Natural Gas Market,” aimed at implementing the provisions of EU Regulation No. 2017/1938 concerning measures to safeguard the security of gas supply. The document was developed by the Ministry of Energy in fulfillment of Ukraine’s European integration commitments, the National Energy and Climate Plan until 2030, and the Ukraine Facility Plan.
“We are taking another systemic step toward building a modern energy security framework, where not only resources matter, but also the state’s ability to act proactively. In wartime conditions, Ukraine’s energy infrastructure remains one of the primary targets of attacks. The reliability of gas supply is not only about the economy — it is about the basic safety of people, the stability of communities, and getting through the winter,” emphasized Denys Shmyhal, First Deputy Prime Minister of Ukraine – Minister of Energy.
The draft law:
- introduces terminology aligned with EU standards on gas supply security;
- designates a competent authority responsible for gas supply security, which will assess risks, shape state policy, and coordinate prevention and crisis response measures in cooperation with EU Member States and the Energy Community;
- establishes requirements and procedures for adopting key documents — the Preventive Action Plan and the Emergency Plan for crisis situations;
- regulates mechanisms for achieving and monitoring target levels of gas storage filling, a key element of energy resilience;
- defines mechanisms for cooperation with the Energy Community Secretariat on gas supply security;
- introduces EU-aligned approaches to data collection necessary for monitoring the situation.
The adoption of the act will enable the establishment of a transparent, predictable, and resilient risk management system in the gas sector, which is particularly important under wartime challenges and heightened threats to energy infrastructure.
Furthermore, the implementation of European approaches will facilitate Ukraine’s integration into the EU’s single energy market, strengthen the confidence of international partners, and enhance the investment attractiveness of the energy sector.
Overall, the proposed amendments represent an important step toward ensuring uninterrupted natural gas supply, strengthening the country’s energy resilience, and enhancing Ukraine’s energy security in the long term.
