Ukraine Receives Thermal Power Plant Equipment from Lithuania via the EU Civil Protection Mechanism

The European Commission has completed one of its largest coordinated logistics operations to date, delivering a full set of thermal power plant equipment from Lithuania to Ukraine under the EU Civil Protection Mechanism.

The operation, which spanned 11 months, comprised 149 separate shipments with a total weight of 2,399 tonnes. It included 40 oversized consignments, among them exceptionally heavy transformers and stators weighing approximately 172 tonnes each. The Polish Government Agency for Strategic Reserves played a key role in facilitating the complex transportation of these components.

The delivered equipment enabled emergency repair works in several regions of Ukraine, where energy infrastructure had been severely damaged by Russian attacks.

“We are sincerely grateful to our partners in Lithuania, Poland, and across the European community for providing this critically needed equipment. It has helped restore essential generation capacity and strengthen the resilience of Ukraine’s energy system, which continues to be targeted by Russian strikes,” said Roman Andarak, Deputy Minister of Energy of Ukraine.

European Commissioner for Preparedness, Crisis Management, and Equality Hadja Lahbib noted: “The delivery of this power plant is European solidarity in action and represents our most demanding logistical operation to date. I would like to thank Lithuania, Poland, Romania, and all partners who ensured the success of this complex effort. It is a powerful demonstration of the EU’s unwavering commitment to Ukraine’s resilience, helping to provide light and heat to up to one million people as they face the fourth winter of Russia’s war of aggression.”

This operation forms part of the European Union’s comprehensive response to Russia’s aggression against Ukraine since February 2022, coordinated by the European Commission through the EU Civil Protection Mechanism. To date, EU support for Ukraine’s energy sector has included the delivery of approximately 9,500 generators and 7,200 transformers via the Mechanism.

Overall, the European Commission has allocated more than EUR 1.2 billion in humanitarian assistance to Ukraine and delivered over 160,000 tonnes of aid.
