The Verkhovna Rada of Ukraine has adopted, in the second reading and as a whole, Government Draft Law No. 14271, “On Amendments to Certain Laws of Ukraine Concerning the Implementation of European Union Legislation in the Field of Renewable Energy Sources.”
The draft law aims to implement the provisions of European Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, as well as relevant EU legislation on emissions reduction. It is also one of the measures under the Ukraine Facility.
“I thank the Members of Parliament for their support. Together, we are continuing to move forward on Ukraine’s path towards the European Union,” First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal emphasized.
The key provisions of the draft law include:
- aligning national terminology in the field of renewable energy with European terminology;
- establishing a methodology for calculating the share of energy from renewable sources and setting a national target;
- establishing renewable energy communities: the law provides a legal framework for renewable energy communities, enabling them to produce, consume, store and sell energy;
- simplifying and accelerating permitting procedures for renewable energy projects in line with European standards;
- introducing a legal framework for renewable energy communities and establishing mechanisms for joint projects and joint support schemes with EU Member States and Energy Community Contracting Parties;
- designating specific areas for the development of renewable energy, energy storage facilities and grid infrastructure;
- clarifying provisions concerning sustainability criteria and greenhouse gas emissions savings for biofuels, bioliquids and biomass fuels.
The adoption of the draft law establishes a legislative basis for the further implementation of European rules, including the adoption of the necessary secondary legislation. This will contribute to attracting investment and increasing the share of renewable energy in overall energy consumption, which is of strategic importance for strengthening Ukraine’s energy security.
