Ukraine and Canada Sign Joint Statement on Deepening Energy Cooperation

In Calgary, First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal took part in a meeting between President of Ukraine Volodymyr Zelenskyy and Prime Minister of Canada Mark Carney.

“Canada is one of Ukraine’s key partners in the field of energy security. Our strategic areas of cooperation include the development of the nuclear fuel cycle, the deployment of Canadian small modular reactor (SMR) technologies, the restoration of power grids and gas production infrastructure, the implementation of digital solutions and strengthening the cybersecurity of energy facilities,” Denys Shmyhal noted.

According to the Minister of Energy, the meeting focused on the urgent support Ukraine needs to prepare for the winter.

“We have a strong package of support. We are grateful to Canada for its unwavering support for Ukraine and its significant contribution to strengthening our country’s energy resilience,” Denys Shmyhal said.

As part of the visit, First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal and Minister of Energy and Natural Resources of Canada Tim Hodgson signed a Joint Statement on deepening energy cooperation in the presence of President of Ukraine Volodymyr Zelenskyy and Prime Minister of Canada Mark Carney.

“Canada will provide Ukraine with CAD 757 million through EBRD programmes to support emergency natural gas purchases and build up the necessary reserves ahead of winter. We welcome the dialogue on long-term agreements for the supply of LNG from Canada to Ukraine,” Denys Shmyhal said.

According to the First Deputy Prime Minister of Ukraine – Minister of Energy, Canada will contribute an additional CAD 10 million to the Ukraine Energy Support Fund. This will bring Canada’s total contribution to the Fund to CAD 100 million.

In addition, Ukraine and Canada will develop strategic cooperation in the field of nuclear energy. In particular, further cooperation between Energoatom and Cameco is envisaged on long-term uranium supplies and conversion services through 2035.

The Joint Statement also emphasizes the importance of continued cooperation in hydropower, renewable energy and grid resilience.

Denys Shmyhal announced that Export Development Canada is providing CAD 200 million to support priority projects in Ukraine, including in the field of hydropower infrastructure. The parties will continue to exchange information and expertise on the modernization of the electricity system, hydropower, energy storage technologies, infrastructure reconstruction and strengthening the resilience of power grids.

“Investment. We are developing dialogue on the participation of the Canadian private sector in the reconstruction of Ukraine’s energy sector, including in the areas of energy equipment, engineering services, technical expertise, digital technologies, cybersecurity and operational resilience,” Denys Shmyhal noted.

The ministers will continue to take relevant measures and identify practical opportunities for cooperation in the designated priority areas, implementing the provisions of the Memorandum of Understanding on Strategic Cooperation in the Energy Sector signed in February 2026.
