Deputy Minister of Energy for European Integration Olha Yukhymchuk, during the presentation of Ukraine’s National Energy and Climate Plan (NECP) in London, emphasized the significant investment potential of Ukrainian energy projects. She highlighted that there are currently broad opportunities to attract investment for the recovery and further development of Ukraine’s energy sector.
Speaking online, Olha Yukhymchuk provided an update on the current state of Ukraine’s energy sector, including the damage inflicted by enemy attacks. She stressed that, despite ongoing shelling, the country not only has a recovery plan but also a plan for the systematic transformation of its energy system:
“Ukraine continues to move forward, laying the foundation and creating new opportunities for business development and investment attraction. We expect the opening of new enterprises, the return of Ukrainians from abroad, and the implementation of large-scale infrastructure projects. This is not merely recovery – it is a concept of sustainable, resilient reconstruction, a better and cleaner energy system than before the war,” she stated.
The London event served as the first platform where Ukrainian companies presented their projects aligned with the NECP and its goals. British companies already operating in Ukraine shared their experience and encouraged colleagues not to delay entering the Ukrainian energy market.
The discussion, which brought together over 60 participants at the premises of leading engineering company Arup, covered a range of practical topics, including financing, insurance, capital movement, and other investment instruments.
The NECP defines Ukraine’s key objectives and measures in the energy sector, climate policy, and related fields. Ukraine adopted the NECP on 25 June 2024 and submitted its first progress report on 15 March 2025.
Achieving the NECP goals is ensured through coordinated efforts by the Ministry of Energy, other ministries, and government agencies under the overall coordination of the Ministry of Economy, Environment, and Agriculture. Adoption, timely updating, and implementation of the Plan are critical for advancing Ukraine’s path toward European Union membership.
