The Cabinet of Ministers of Ukraine has approved a plan developed by the Ministry of Energy of Ukraine to ensure stable operation of the country’s regions during the 2025–2026 autumn-winter period.
“Our goal is to systematize existing initiatives and decisions, those of the Government, the Anti-Crisis Energy Headquarters, and specialized operational centers, and to create a single, coordinated response mechanism that is clear to all institutions,” wrote Ukrainian Energy Minister Svitlana Grynychuk on her Facebook page.
“In the context of intensified Russian shelling, we must ensure seamless coordination between central and local authorities, military structures, and energy companies, and develop a unified algorithm of actions to prevent power outages and ensure rapid recovery when they occur,” the Minister emphasized.
Key measures of the Plan include:
- Engineering protection and air defense of energy facilities – coordination among all responsible authorities to ensure effective protection of critical energy infrastructure.
- Creation of a reserve equipment hub – establishment of a centralized stockpile to enable the rapid restoration of energy supplies.
- Formation of regional crisis management headquarters – to provide on-site assessment of the consequences of shelling and coordinate repair and restoration efforts.
- Support for frontline regions – provision of fuel, generators, and satellite communications equipment to ensure preparedness for emergency situations.
- Strengthening of communications infrastructure – ensuring stable mobile and satellite connectivity, even in the event of power outages.
“We see that as temperatures drop, Russia is intensifying its attacks on Ukraine’s energy infrastructure. The enemy has not abandoned its goal of destroying our energy system and plunging Ukrainian cities into darkness, continuously employing new tactics to achieve this,” noted Ms. Grynychuk.
“Therefore, we must be prepared for any scenario. The roadmap we have developed will enhance the resilience of fuel and energy facilities against potential attacks, reduce the time required to restore electricity and heat supply, and ensure effective coordination among all structures, along with the efficient use of available equipment reserves,” she added.
