Support for the Energy Sector and Ensuring Nuclear Safety: Meeting of German Galushchenko and the Japanese Ambassador to Ukraine

On November 27, Ukraine's Minister of Energy, German Galushchenko, held a meeting with the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, Masashi Nakagome. Hideki Matsunaga, Chief Representative of the Japan International Cooperation Agency (JICA), also participated in the meeting.

The parties discussed areas of cooperation to support the resilience of Ukraine's energy system under enemy attacks, particularly during the winter period.

German Galushchenko expressed gratitude to Japan for its consistent assistance to Ukraine’s energy sector since the early days of russia's full-scale invasion.

“The support we receive from your country is truly impressive. It includes not only equipment like gas turbines and gas generators but also other types of assistance, including logistical support. High-voltage transformers are extremely important to us as enemy attacks cause significant damage to this equipment,” he emphasized.

The Minister specifically thanked the Japanese side for recently provided equipment, which will help Odesa and Kharkiv increase their distributed generation capacities and play a crucial role during the winter season.

For his part, the ambassador stressed that Japan would continue to support Ukraine’s energy sector, particularly in light of the challenges posed by the upcoming winter.

The parties also discussed the importance of electricity imports from European countries and the operation of Ukraine's nuclear generation during the autumn-winter period.

Special attention was paid to ensuring nuclear and radiation safety and to the threats posed by russian attacks on substations critical to nuclear power plants. German Galushchenko emphasized that a potential nuclear incident would halt the global renaissance of nuclear energy, as was the case after the Chernobyl and Fukushima disasters. Additionally, prospects for deepening cooperation in renewable energy and the hydrogen sector were also discussed.

Since the beginning of Russia's full-scale invasion, Ukraine has received 2,361 units of generators and charging stations, 6 gas turbines, 4 gas-piston cogeneration units, 11 autotransformers, 15 variable-frequency drives for water pumping stations, and other critical equipment for the energy sector from the Government of Japan through UNDP and JICA.
