Roman Andarak: The Private Sector and International Support Are Key to Ensuring the Stability of Ukraine’s Energy System

Access to clean and affordable energy is not a privilege, but a fundamental right of every Ukrainian.

Ukrainian energy companies are working around the clock to strengthen key energy facilities and to restore and modernize infrastructure. This was stated by Deputy Minister of Energy Roman Andarak at the international conference “The Ukrainian Energy Security Dialogue 2025: The New DNA of Energy Security.”

He emphasized that the top priorities remain the protection of critical substations, rapid repair of damaged assets, and the preservation of human resources, which are essential for restoring the power system. “Thanks to international support and cooperation with our partners, we have sufficient resources to promptly restore equipment and ensure stable system operation,” noted Roman Andarak.

The Deputy Minister underlined the vital role of the private sector in restoring and modernizing the power system, pointing to active business engagement in deploying modern technologies and new generation capacities. He highlighted that the Ministry of Energy is working to improve legislation, establish predictable investment conditions through transparent regulatory rules, and facilitate the integration of Ukraine’s energy market with Europe.

He also stressed the importance of international support and financial instruments for small and medium-sized enterprises. Through programs of the Entrepreneurship Development Fund, as well as cooperation with the World Bank and the EBRD, businesses gain access to commercial risk insurance and foreign financing for investment projects.

According to Roman Andarak, the comprehensive combination of strengthened protection, accelerated repairs, private sector involvement, and international support ensures the stability of Ukraine’s energy system and enables an effective response to current challenges.
