Review of Priority Electricity Consumers: Over 800 MW of Capacity May Be Freed for Residential and Industrial Needs

16 December 2025, 19:05

Under the chairmanship of the Prime Minister of Ukraine, Yulia Sviridenko, a meeting was held with the heads of regional military-civil administrations to implement the Government’s decision on reviewing the actual lists of critical infrastructure facilities. The meeting was also attended by Acting Minister of Energy of Ukraine Artem Nekrasov, Deputy Minister of Energy Oleksandr Vyazovchenko, and heads of energy companies.

Participants discussed, in particular, the results of the working group established by the Ministry of Energy, which includes representatives from the Ministry of Defense, the Ministry of Development, the Ministry of Economy, the State Energy Supervision Inspectorate, NEC Ukrenergo, as well as the State Special Communications Service.

As a result of the review, it was determined that at least 800 MW of electrical capacity can be freed. This will help reduce the duration of power outages for households and industrial consumers.

Consumers with a capacity of less than 100 kW and facilities connected to multiple other consumers, which fall under general restrictions to ensure equitable distribution of electricity, were excluded from the lists. Non-critical auxiliary consumers identified during the review will be transferred to the general outage schedules.

Regional military administrations are required to take these recommendations into account and approve the specified lists to allow further adjustment of load-shedding schedules, aiming to reduce the number of outage cycles.
