Renewable Energy Sources – a Key Tool for Ensuring the Resilience and Flexibility of the Energy System, – Svitlana Grynchuk

In wartime conditions, renewable energy sources have become an important tool for ensuring the resilience and flexibility of Ukraine’s energy system. This was emphasized by Ukraine’s Minister of Energy Svitlana Grynchuk during a meeting with representatives of Ukrainian communities and international partners, which took place in Uzhhorod as part of the Congress of Local and Regional Authorities under the President of Ukraine.

Svitlana Grynchuk recalled that, together with the regional military administrations, the Ministry of Energy prepared an Investment Atlas of Promising Energy Projects. It contains over 150 distributed generation projects with a total capacity of 1.7 GW.

“The needs and potential of communities for the development of new RES capacities are already reflected in the Energy Resilience Passports of the regions. We are now negotiating with international partners to attract financing for their implementation,” added the Minister.

During the meeting, they also discussed instruments of state support for RES: “green” auctions, guarantees of origin for electricity, the Net Billing mechanism, simplified connection of generating facilities, direct contracts (corporate PPAs), and the exemption of equipment from customs duties and VAT.

The Minister separately highlighted the importance of cooperation with international partners, thanking the Government of the federal state of Burgenland for its readiness to share experience in the development of wind and solar generation, as well as the European Investment Bank for supporting Ukrainian communities in strengthening their energy independence.

Svitlana Grynchuk also expressed gratitude to Ukrainian communities and businesses: “Our communities demonstrate that the development of ‘green’ projects has a positive impact on the economy, social sector, and employment. Ukrainian businesses in wartime have not only withstood the challenges but are expanding production, attracting investment, and manufacturing critically needed energy equipment for the country.”
