President of Ukraine imposes new sanctions against individuals and companies linked to “Rosatom” and Russia's energy entities

President of Ukraine Volodymyr Zelenskyy has signed Decrees No. 594/2025 and No. 595/2025, which, upon the submission of the Ministry of Energy of Ukraine, enact personal and sectoral sanctions against 35 individuals and legal entities connected with the Russian state corporation “Rosatom” and other Russian energy structures.

Sanction restrictions have been applied to 18 individuals and 17 legal entities involved in attempts to illegally integrate the Zaporizhzhia Nuclear Power Plant into Russia’s energy system and in the seizure of the Chornobyl NPP.

“Ukraine consistently advocates the necessity of the complete isolation of Russian energy and military-industrial structures from global markets. This is one of the key elements of our energy and national security,” emphasized Ukraine’s Minister of Energy Svitlana Grynchuk.

A separate document aligns the sanctions decisions with the restrictive measures of international partners. They cover two key sectors energy and the military-industrial complex of the Russian Federation as well as the international network of intermediaries and logistics companies that facilitate sanctions evasion.

The imposed restrictions include asset blocking, entry bans to Ukraine, limitations on trade operations, and other measures defined by law.
