The application period for additional payments to workers directly involved in restoring energy and other critical infrastructure following Russian attacks has been completed. Applications were accepted until 15 March inclusive.
In February 2026, 14,806 workers applied for additional payments for their participation in emergency recovery works following Russian attacks.
The payment amounts to UAH 20,000 and is provided to employees of fuel and energy sector enterprises, housing and communal services, and Ukrainian Railways, regardless of ownership. Eligible recipients include repair crews, team leaders, engineers, and other specialists working under extremely challenging conditions to restore critical systems as quickly as possible.
The programme has already demonstrated results: in January, 12,300 workers from repair teams received payments. To implement the initiative, the Government allocated UAH 246.4 million from the state budget reserve fund.
The programme is in effect from January to March 2026 and is aimed at supporting those who restore vital infrastructure in Ukrainian cities and communities on a daily basis.
Employees are not required to submit applications individually — lists are compiled by employers and submitted via the Diia portal from the 6th to the 15th day of the following month.
Funds are transferred to current accounts without the need to open new ones, no later than the end of the month following the reporting period.

On 16 March, the Government also improved the mechanism for providing state assistance to workers engaged in emergency recovery works following damage to critical infrastructure. In particular, the list of eligible recipients was expanded to include personnel officially assigned leadership roles in emergency repair teams.
Additionally, employees from other sectors may receive assistance if they were officially seconded or assigned to emergency recovery works at the request of regional or the Kyiv City military administrations.
The amendments also introduce the possibility to уточнювати lists of enterprises and workers involved in recovery works who, for certain reasons, were not included in the initial submissions. Such data will also be submitted via the Diia portal.
