Operational Situation in Ukraine’s Energy System as of the Morning of 17 January

17 January 2026, 10:30

During the night, the enemy once again struck the country’s energy infrastructure, resulting in power outages in Odesa and Kyiv regions. Energy workers, despite severe weather conditions, are working tirelessly to restore electricity to all consumers as quickly as possible.

In Odesa region, restoration works continue following the attack on energy infrastructure. Network restrictions remain in effect.

The most challenging situation persists in the Kyiv metropolitan area. Distribution system operators are applying network restrictions, and previously published hourly outage schedules are currently suspended. Return to planned hourly outages will take place immediately after the situation in the energy system stabilizes.

Due to adverse weather, 20 settlements in Kyiv Oblast remain without power. Repair crews of local energy companies are working to restore damaged lines.

Long-term power outages caused by hostilities continue in frontline and border regions, where restoration is complicated by ongoing combat operations.

In most regions of Ukraine, hourly outage schedules are in effect for all consumer categories, along with power limitation schedules for industry. In several regions, emergency outages are being applied due to equipment overload during high consumption in cold weather.

Due to the ongoing massive attacks by the Russian Federation, a state of emergency is in effect in Ukraine’s energy system. Coordination of restoration and emergency response is led by First Deputy Prime Minister – Minister of Energy Denys Shmyhal. This measure ensures maximum coordinated work of all services in the capital, regions, and communities, as well as the prompt restoration of damaged energy infrastructure. Relevant operational headquarters have already been activated, and all services are working in an enhanced mode.

We understand that forced power outages during extreme cold create difficulties for everyone. Nevertheless, we strongly urge consumers to minimize the load on the energy system wherever possible.

Consumers are asked to use electricity sparingly throughout the day, especially during morning and evening peak hours, to help reduce the load on the system.
