Ministry of Energy Launches Pilot Twin Cities Project to Support Energy Resilience of Communities – German Galushchenko

Under the partnership between the city of Hlobyne and the Austrian city of Grafenwörth, €2 million has been allocated for the installation of solar panels.

The Ministry of Energy, in cooperation with regional authorities, has also prepared an Investment Atlas featuring over 150 regional energy projects.

This was announced by Minister of Energy German Galushchenko during the Third International Summit of Cities and Regions, where he called on international partners to join the implementation of these initiatives.

To promote investment-driven development, in 2024 the Ministry of Energy initiated the strategic introduction of Regional Energy Resilience Passports, which highlight the unique potential of each region in terms of different energy sources. The state has already introduced tools to support these capacities. The next step is to ensure the balanced development of all types of energy sources, taking into account regional specifics and potential.

“We are grateful to our international partners for their consistent support in strengthening the energy resilience of Ukraine’s regions. Together, we are laying the foundation for a sustainable and energy-independent future for Ukraine and contributing to the energy security of Europe,” said German Galushchenko.

The head of the Ministry of Energy also noted that Ukraine’s energy sector has become one of the main targets of russia’s full-scale armed aggression. In 2024 alone, Ukraine’s energy infrastructure suffered 13 massive missile and drone attacks. According to experts’ estimates, russia spent about €1.3 billion on just one of these attacks.

“We have already made it through three wartime winters. And we are preparing again — this time for the fourth. We are looking for solutions to strengthen the country’s energy resilience, and decentralized generation is one of our answers. Local generation to meet the critical needs of each region is a vital component of energy resilience, both for individual communities and for the country as a whole,” Galushchenko emphasized.

German Galushchenko stressed that Ukraine has significant investment potential in the energy sector and is open to involving international partners in implementing projects for the development of distributed generation at the local level.
