Deputy Ministers of Energy of Ukraine Anatoliy Kutsevol, Valentyna Moskalenko, and Mykola Kolisnyk met with representatives of the United Nations Development Programme (UNDP) in Ukraine to discuss the current status and future prospects of bilateral cooperation, with a particular focus on the implementation of the Green Energy Recovery Programme in Ukraine.
UNDP continues to provide systematic support for the restoration of Ukraine’s energy infrastructure, including the supply of critical equipment, technical assistance, and risk assessments. The programme plays a key role in preparing for and navigating the 2025/26 winter season.
To date, more than 450 MW of generating capacity has been procured and is being installed in vulnerable and frontline regions. UNDP representatives briefed the Deputy Ministers on the progress of equipment installation under joint projects and outlined further steps to accelerate commissioning.
The Deputy Ministers informed partners about current priorities to ensure the stable operation of energy facilities. Anatoliy Kutsevol emphasized that the main objective remains ensuring uninterrupted energy supply and strengthening regional energy resilience. “Our priority is to support critical energy infrastructure facilities,” he noted.
Mykola Kolisnyk highlighted Ukraine’s active efforts to mobilize international assistance and resources for energy sector recovery. “Transparency of processes and close coordination with partners enable us to respond swiftly to challenges and maintain the country’s energy security,” he stressed.
The meeting also addressed mechanisms for cooperation between government institutions, international organizations, and donors aimed at modernizing energy infrastructure and increasing its resilience to current and future risks.
Valentyna Moskalenko underlined the importance of rapid decision-making to restore electricity and heat supply, strengthen the energy system, and ensure reliable energy provision for the population and critical facilities.
The Deputy Ministers expressed their gratitude to UNDP and its partners for the financial support enabling sustained assistance to Ukraine during the most challenging periods.
For reference: The Green Energy Recovery Programme in Ukraine is funded by the governments of Japan, Denmark, Belgium, Sweden, and Norway, as well as UNDP, with a total budget of approximately USD 245 million. The programme is implemented by UNDP in Ukraine for the period from 1 January 2023 to 30 April 2029.
