Ministry of Energy and KfW Discuss Opportunities to Deepen Cooperation

The implementation of ongoing projects and prospects for further cooperation aimed at strengthening and rebuilding Ukraine’s energy sector were the key topics discussed during an online meeting between Deputy Minister of Energy Roman Andarak and the leadership of the German state development bank KfW.

“Thanks to KfW’s strong support, we are successfully implementing a number of projects that are critical for the stable functioning of the energy system under wartime conditions. Investments from our German partners are helping us enhance energy efficiency, modernize the power transmission system, rapidly restore damaged energy facilities, and protect key infrastructure,” emphasized Roman Andarak.

The Deputy Minister expressed gratitude to Germany for its financing through two strands of official intergovernmental cooperation:

  • €450 million (including €127.1 million in EU co-financing) for Ukrenergo projects, provided through KfW;
  • A total contribution of €384.8 million to the Ukraine Energy Support Fund, of which €226.7 million was channeled through KfW financial mechanisms.

This support is vital, as Ukrainian energy companies currently require assistance to accelerate repairs and establish a reserve fund of equipment.

In addition, the Ukrainian side expressed interest in exploring opportunities for KfW financing of new projects, the procurement of imported natural gas to ensure a stable 2025/2026 heating season, and loans to support state programs aimed at strengthening energy independence for households.

The meeting also addressed cooperation in renewable energy and hydropower, with a focus on modern and energy-efficient technologies.
