International Support and Protection of Energy Infrastructure: Priorities for Cooperation with Italy

Deputy Minister of Energy of Ukraine Roman Andarak met with Davide La Cecilia, Special Representative of the Italian Ministry of Foreign Affairs for the Reconstruction and Sustainability of Ukraine.

Roman Andarak informed the Italian delegation about the current state of Ukraine’s energy sector following the recent overnight attacks on infrastructure. He noted that the enemy continues to deliberately target power generation facilities and substations; however, Ukrainian energy companies are managing to restore the system promptly after each strike.

During the meeting, the parties discussed the priority needs of the Ukrainian energy sector, including strengthening air defence and the physical protection of critical infrastructure, the potential supply of equipment, the development of backup generation, and other tools to enhance system resilience. The Deputy Minister underscored that the Government is placing particular emphasis on the construction of protective structures, which have already demonstrated their effectiveness during recent attacks.

Davide La Cecilia reaffirmed Italy’s readiness to continue supporting Ukraine at all levels, including through EU and G7+ mechanisms, as well as with the involvement of the private sector. He emphasized Italy’s focus on renewable energy development and enhanced energy security.

To date, Italy’s total assistance to the Ukrainian energy sector amounts to approximately EUR 130 million. These funds enable the procurement of critical equipment, protective systems, and materials required for the restoration of the energy system. Part of this support is provided through the Energy Support Fund, while individual projects may receive additional financing in cooperation with international financial institutions.

Roman Andarak stressed that transparency and building trust in the use of international assistance remain fundamental principles of the Ministry’s work.

He expressed gratitude to the Italian partners for their solidarity, steadfast support, and active contribution to strengthening Ukraine’s energy resilience.
