International Atomic Energy Agency Board of Governors Adopts Resolution on Nuclear Safety Risks from Attacks on Ukraine’s Energy Infrastructure

The Board of Governors of the International Atomic Energy Agency has adopted the resolution “Consequences of Instability of Energy Infrastructure Critical for the Safety and Security of Nuclear Power Plants in Ukraine.” The document reaffirms the importance of assessing risks and continuing IAEA expert missions at Ukrainian energy facilities.

The resolution emphasizes that attacks on energy infrastructure, particularly facilities ensuring external power supply to nuclear power plants, pose a direct threat to nuclear safety and nuclear security. Reliable external electricity supply is a fundamental prerequisite for the safe operation of nuclear facilities, in line with the fourth of the Seven Indispensable Pillars of Nuclear Safety and Security in situations of armed conflict.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal expressed gratitude for the adoption of the decision.

“I am grateful to the IAEA Board of Governors for adopting this resolution. The work of IAEA expert missions at substations is particularly important: they professionally document the consequences of attacks, assess the damage and its impact on the reliability of power supply to nuclear sites. These are facts needed both to prevent incidents and to ensure international accountability for the aggressor,” said Denys Shmyhal.

The resolution reaffirms support for IAEA expert missions in Ukraine, calls on Member States to continue providing assistance, and provides for regular reporting on nuclear safety risks arising from attacks on energy infrastructure.
