On December 12, 2024, the Board of Governors of the International Atomic Energy Agency (IAEA), during an extraordinary meeting initiated by Ukraine, adopted the Ukrainian draft resolution by 22 votes. The resolution addresses the threats posed by attacks on energy infrastructure critical to the safety of Ukrainian nuclear power plants.
The resolution emphasizes the inadmissibility of attacks on electrical substations that ensure the external power supply to Ukrainian nuclear power plants. These attacks are recognized as a direct threat to nuclear safety.
The document highlights that these attacks violate the fourth of the seven indispensable principles of nuclear safety defined by IAEA Director General Rafael Grossi, which requires reliable external power supply for all nuclear facilities.
The resolution calls on the IAEA to continue assessing the risks and extent of damage to Ukraine's energy infrastructure, including electrical substations that support the operation of nuclear power plants.
The document encourages IAEA member states to provide political, financial, and technical support to strengthen technical assistance to Ukraine.
"The adoption of the resolution is an important signal of support for Ukraine in countering nuclear terrorism and protecting the principles of safe use of nuclear energy. The international community must increase pressure on russia for its deliberate attempts to create a radiation disaster on the continent," stated Ukraine's Minister of Energy, German Galushchenko.
Notably, the resolution received support from IAEA Board members who tend to abstain from voting on Ukrainian resolutions, including Brazil, Ghana, Colombia, and South Africa. Ukraine is grateful to these countries, which, through their votes, confirmed their responsible attitude toward global nuclear safety and the peaceful development of nuclear energy.
