Following a proposal by the Ministry of Energy of Ukraine, the Cabinet of Ministers has adopted two decisions to update the rules governing tenders for the construction of new generating capacity and the conduct of auctions for allocating renewable energy support quotas.
The relevant amendments were introduced to the Resolution of the Cabinet of Ministers of Ukraine “On amendments to the Procedure for conducting tenders for the construction of generating capacity and the implementation of demand-side management measures.” In addition, a separate распоряження was approved titled “Certain issues of conducting auctions for the allocation of renewable energy support quotas for 2026 and setting indicative forecast annual support quotas for 2027–2029.”
“We are building a new energy system for Ukraine—more resilient, flexible, and better protected against Russian attacks. Within the framework of our ‘energy cells’ model, these two decisions are complementary. One helps the system secure new generation where it is most needed for resilience. The other opens a more predictable market pathway for the development of renewable energy and the attraction of investment,” said First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal.
The updated procedure for tenders on new generating capacity предусматривает:
- the introduction of a new market premium model as a mechanism to incentivize investment in new power plants;
- the organization of tenders by regional lots, with defined territories and required additional capacity;
- the simplification of qualification and financial requirements for participants.
In addition, the Government has defined the parameters for renewable energy support auctions for 2026 and indicative forecast targets for 2027–2029.
In particular, the annual support quota for 2026 is set at 330 MW, including:
- 250 MW for wind generation;
- 33 MW for solar generation;
- 47 MW for other types of renewable energy sources.
The adopted decisions establish updated rules for the development of new generation and mechanisms for supporting renewable energy, as well as define the parameters for auctions and tenders in the coming years.
“We are already preparing for the next winter and continuing integration with the European energy market. While Russia seeks to destroy our energy system, we are building one that is stronger, more market-oriented, and aligned with European principles,” Denys Shmyhal added.
